About the Department:

The Rapid Prototyping Research Center (RPRC) focuses on providing its Department of Defense (DOD) sponsors a unique perspective on rapid prototyping that aligns with Section 804 in the FY17 National Defense Authorization Act. Specifically, rather than developing a new system to satisfy intractable problems on the battlefield, the RPRC integrates new technology into existing infrastructure. This unique approach reduces acquisition costs since the sustainment tail is in place. It also reduces the time to field intractable solutions to the battlefield from 10-14 years to 1-3 years. It assures that the prototype involved is integrated with the latest technology, not dated technology due to lengthy acquisition delivery timelines.

About the Position:

The Research Program Manager supports the Principal Investigator(s) by managing rapid growth and execution of its expanding project portfolio. RPRC has multiple projects and subcontractors to support the MUDLAN JCTD and other related and funded research projects. As a result, the Project Manager is required to manage projects, schedules, deliverables, and funding. In addition to performing an internal-facing operational role overseeing RPRC projects, the position has an external-facing role supporting the director in program management.

Responsibilities:

  • Provides project management and program support to the Research Center;
  • Develops and ensures business objectives, Key Performance Indicators (KPIs) and metrics are aligned to the overall strategy;
  • Develops and tracks project budgets, spending, and funding sources;
  • Coordinates subcontract details such as budget and scope conjunction with the Principal Investigator (PI), Co-Principal Investigator (Co-PI), and Subcontracting Manager;
  • Develops, manages and tracks an Integrated Master Schedule for government projects;
  • Supports the Principal Investigator (PI) and Co-PI in developing supporting documentation for new projects, requirements, and budgets;
  • Supports the Principal Investigator and Co-PI in providing required reporting to relevant stakeholders on project status, funding, deliverables;
  • Coordinates closely with Mason OSP and vendor contracting representatives to facilitate contracts, subcontracts and other requirements;
  • Coordinates with VSE and OSP representatives in researching documentation to support invoicing;
  • Participates in meetings with Principal Investigator, Co-PI and other RPRC team members regarding existing and future opportunities, including those with Mason’s Office of Sponsored Programs and/or government sponsor;
  • Provides proposal and technical writing support to RPRC team members as required; and
  • Travels as required to attend meetings, conferences, and presentations as appropriate. 

Required Qualifications:

  • Bachelor’s degree in related field;
  • Prior experience exercising oversite of civilian industry in support of DoD technology development and acquisition;
  • Significant project management experience (generally 5+ years);
  • Experience managing tasks and interfacing regularly with senior government officials;
  • Experience advising and representing senior executives and business line leadership on technical related issues;
  • Expertise in defense acquisition (DIAWA) contract management;
  • Knowledge of common DoD contracting documents, terminology, and procedures;
  • Proven ability to manage complex research and development projects, including those developed under contract to the US government;
  • Strong Program Management background with the ability to oversee the development and execution of the project, ensuring program is completed on time and within budget;
  • Proven thought leadership, strategic thinking, and decision making;
  • US Citizen with TS Clearance and SCI eligibility; and
  • PMP certification.

Preferred Qualifications:

  • Master’s degree in related field;
  • Experience using MicroStrategy; and
  • Knowledge of University processes and procedures.
